The Idaho Bonds to Loan for Endowment Funds Amendment, also known as Senate Joint Resolution 4, was on the November 5, 1946 ballot in Idaho as a legislatively referred constitutional amendment, where it was approved. The measure provided that permanent endowment funds be loaned on bonds or state warrants, to be regulated by the legislature.[1][2]
