Idaho Governor Pardoning Power, HJR 4 (1944)

The Idaho Governor Pardoning Power Amendment, also known as House Joint Resolution 4, was on the November 7, 1944 ballot in Idaho as a legislatively referred constitutional amendment, where it was defeated. The measure would have vested the governor with pardoning powers, except in cases of treason or conviction upon impeachment.[1][2]
