The Idaho Governor Pardoning Power Amendment, also known as Senate Joint Resolution 7, was on the November 3, 1942 ballot in Idaho as a legislatively referred constitutional amendment, where it was defeated. The measure would have vested pardoning power in the governor, except in cases of treason or conviction upon impeachment.[1]
