The Idaho Issuing Industrial Revenue Bonds Amendment, also known as House Joint Resolution 17, was on the November 2, 1982 ballot in Idaho as a legislatively referred constitutional amendment, where it was approved. The measure allowed cities and counties to issue industrial revenue bonds.[1]
