Biography

Ilan Zur earned a bachelor’s degree from Carnegie Mellon University in 1994 and a J.D. from the University of Pittsburgh School of Law in 1998. His career experience includes working as a deputy district attorney for Allegheny County and as the supervisor of the Violent Crimes and Narcotics Division. Previously, he worked in the district attorney’s office as a homicide prosecutor.[1]

I am a father of three and loving husband to my wife, Lisa. For 22 years, I have been serving the citizens of Allegheny County as a prosecutor in the District Attorney’s Office. I am an experienced trial attorney with an expert knowledge of the rules of evidence, criminal procedure, and the law. Most of my career has been spent as a homicide prosecutor where I fought to bring closure to victims’ families and protect the community. My trial expertise, integrity, and commitment to developing the skills of young lawyers, culminated in my promotion to Deputy District Attorney in 2013, when I was selected to supervise the Violent Crimes, Firearms and Narcotics Division. I have seen first-hand the impact of guns and senseless violence on communities. To combat this, my unit seeks justice for victims of gun violence across the county with a hard stance on illegal gun possession. Two decades of experience working in the criminal justice system taught me that not all cases are as simple as right and wrong. As a judge, I will listen to both sides with an open mind. My everyday desire to help people underpins my devotion to public service.
  • Compassion: throughout my career serving the Commonwealth, I've practiced a balanced and comprehensive approach to justice, meaning I look beyond the charges of a case to see the full scope of a human's life. This entails going into the communities where a crime is committed, reviewing the evidence, and weighing sentencing with the defendant's life story. Through practicing this rehabilitative approach to justice, I see incarceration as a last resort.
  • Integrity: my experience working in the criminal justice system, and as a father, has taught me that there are usually two sides to every story. Everyone is capable of misrepresenting the truth, intentionally or unintentionally, from witnesses, to victims, and even police officers. I will always listen to both sides with an open mind before rendering a verdict or imposing a sentence.
  • Experience: over my 22 years as a public servant, I've tried hundreds of case, including 60 homicide trials, amounting to thousands of hours in the courtroom. Now, I want to translate my decades of public service into working as a judge on the Court of Common Pleas.
Our local government must increase our investment in creating school systems that support all students. If our school systems are not adequately funded, culturally-responsive, and supportive of restorative practices, students may encounter the criminal justice system as a consequence. This can perpetuate what's known as the school-to-prison pipeline, referring juvenile students into the criminal justice system at a young age. Accordingly, the issues that minors face in our juvenile criminal justice system are a key motivator for my candidacy for the Allegheny County Court of Common Pleas, where I hope to serve in the Family Court's Juvenile Division. If I am given the opportunity to serve in the this role, I will work as a partner with each individual before me, and their support systems, to provide a just path forward.
