Ilisa Rooke-Ley was a judge of the Lane County Circuit Court in Oregon's 2nd Judicial District. She was appointed to this judgeship on May 1, 2010, by Governor Ted Kulongoski to replace retiring Judge Kip Leonard. She was elected to her appointed position on November 2, 2010.[1][2]

Rooke-Ley won election to a second full term without opposition in the primary election on May 17, 2016.

Rooke-Ley earned her undergraduate degree from William Smith College and her J.D. from the Nova Southeastern University Law School. Prior to joining the bench in 2010, Rooke-Ley spent 16 years working as a criminal defense lawyer. She served as a lawyer for the Public Defender Services of Lane County for 14 years. In addition, she has worked for the firm Law Offices of Terri Wood and served as a public defender in Miami, Florida.[3]

Judges of the Oregon Supreme Court, Oregon Court of Appeals and Oregon Circuit Courts are all selected in an identical manner. They are chosen in nonpartisan elections to serve six-year terms, after which they must run for re-election if they wish to continue serving.[4]

The chief judges of the circuit courts are appointed by the chief justice of the state supreme court to serve a two-year term.[4]

Qualifications
To serve on the circuit court, a judge must be:[4]

  • a U.S. citizen;
  • a state resident for at least three years;
  • a resident of his or her circuit for at least one year;
  • a state bar member; and
  • under the age of 75.

In Oregon, newly-appointed judges must stand for election in the first election cycle following their appointment. Accordingly, Rooke-Ley was on the November 2 general election ballot for the Lane County Circuit Court. She won unopposed with 98.22 percent of the vote.[5]
