The Illinois Lincoln Amendment, named because it was proposed on Lincoln's 203rd birthday,[1] did not make the November 2012 ballot in Illinois as a legislatively referred constitutional amendment. The measure would allow the public to enact ethics laws through ballot referendums. The amendment was proposed by Governor Pat Quinn on February 12 and was sponsored by Senator Annazette Collins.[2]

To qualify for the 2012 ballot, the measure required approval by supermajority of both the House and the Senate.
