Special elections
There were several special elections scheduled for the state of Illinois in 2013.
Elections by type
Congressional
U.S. House of Representatives
The 2nd Congressional District of Illinois held a special election for the U.S. House of Representatives on April 9, 2013, which Robin Kelly won. The primary took place on February 26, 2013. The election date was initially set for March 19 but Governor Pat Quinn got unanimous approval from state lawmakers for legislation that would allow the election to coincide with the municipal elections on April 9.[1][2]
The filing deadline for candidates was January 7, 2013. The election was held to fill the vacancy left by the resignation of Representative Jesse Jackson Jr. (D).[3] Jackson resigned in November 2012 amid health concerns and subsequent fraud and conspiracy charges.[4][5] Jackson pled guilty to misuse of campaign funds in January and was expected to be sentenced in June 2013.[6]

Important voting information
- Illinois has a mixed primary system. The primary is closed, but voters can change parties each year. Voters may change party affiliation at polls or caucus.
- Registration is available all year round except during the 28 days prior to an election and the 2 days after each election.
- Illinois does not permit online voter registration. Illinois had a bill pending in the 2013 legislative session that would authorize online voter registration. On May 29, 2013, the Illinois Senate passed the bill. It then went to the Illinois House of Representatives for further debate.[7][8]

Voting early

Illinois is one of 34 states that has early voting with no specific requirements as to who can vote early. Early voting begins 15 days before an election and ends on the third day prior to the election. Electors who vote early will be required to show identification. The nationwide average number of days prior to an election that voters can cast an early ballot is 21 days in states with a definitive starting date.[9]
Elections Performance Index
Illinois ranked 36th out of the 50 states and District of Columbia in the Pew Charitable Trusts' Elections Performance Index (EPI), based on the 2012 elections. The EPI examined election administration performance and assigned an average percentage score based on 17 indicators of election performance. These indicators were chosen in order to determine both the convenience and integrity of these three phases of an election: registration, voting and counting. Illinois received an overall score of 60 percent.[10]
