Our nation is divided by two political tribes we all know to be corrupt.

Our government is corrupt and out of control.

Inflation, shortages, mandates and prohibitions are the result of letting too few people have too much power for too long.

What areas of public policy are you personally passionate about?

Andy Horning (L)

Monetary policy - sound, constitutional money and free market options.

Constitutional rule of law - we really ought to try it at long last. Anti-corruption - keeping political power divided and on a tight leash of written law and vigilant culture. Anti-violence - putting a leash on both the Military-Industrial Complex, and Scientific-Technological Elite that Eisenhower warned us about.

Freedom - This used to be considered precious, you know.

What characteristics or principles are most important for an elected official?

Separation and limitation of power, trust in the genius of individuals and free markets, and a desire to return to private life.

What do you believe are the core responsibilities for someone elected to this office?

Andy Horning (L)

Restrain power, maximize individual liberty, and stick to the constitution as written.

Do you believe that it's beneficial for representatives to have previous experience in government or politics?

NO! Absolutely not. It's better for politicians to have lived in the real world first, have a brief and energetic stint in politics, and then go back to real life.

What do you perceive to be the United States’ greatest challenges as a nation over the next decade?

Overcoming the existential problems created by the unconstitutional, self-appointed, immoral and destructive "Two Party System" that so many founders and wise people warned us against. "There is nothing which I dread so much as a division of the republic into two great parties, each arranged under its leader, and concerting measures in opposition to each other. This, in my humble apprehension, is to be dreaded as the greatest political evil under our constitution." - John Adams, letter to Jonathan Jackson, 2 October 1780.

If you are not a current representative, are there certain committees that you would want to be a part of?

Committees are themselves problematic - an erosion of the one-person-one-vote intention. I'd like to be on several committees, but until we do something about the Two Party System corruption, it's not likely I'd be granted any crony power. In fact I'd like to be a troublemaker.

Do you believe that two years is the right term length for representatives?

Andy Horning (L)

Yes. No longer. And I think there ought to be a three-term limit.

What are your thoughts on term limits?

Andy Horning (L)

Let’s face it; voters haven’t been doing their part in firing politicians, and there’s no procedural fix for bad choices. Term limits won’t happen until after voters make better choices. Similarly, I have for decades favored alternative voting schemes like Condorcet, Ranked Choice or Approval Voting (RCV or AV). And I definitely love the idea of increasing the number of representatives to better suit our population - we have the technology to keep politicians in their districts with more local accountability. But we won’t get such changes UNTIL we get rid of the politicians who like things the way they are. We’ll get term limits only after a sufficient number of people wake up and act appropriately such that we fire the bad guys and, at least for the short term, defuse the huge advantage of incumbency… particularly the power of “committee” rulers based on tenure. …But after that cultural epiphany and revolution, those voters' kids and grandkids will gradually fall asleep again. That’s just how civilizations inevitably decay and die. If we’re to delay our self-destruction at least a little, we need term limits shorter than human life expectancy…particularly in the context of tenure/corruption-based power structures.

Is there a particular representative, past or present, whom you want to model yourself after?

Many good ones in the past, like "Mr. Republican" Robert A. Taft, Ron Paul, Justin Amash. Thomas Massie is a good current congressman.

Do you believe that compromise is necessary or desirable for policymaking?

Andy Horning (L)

Sometimes. But mostly no - not where money and power concentrate.

Post-filing deadline analysis

The following analysis covers all U.S. House districts up for election in Indiana in 2022. Information below was calculated on March 8, 2022, and may differ from information shown in the table above due to candidate replacements and withdrawals after that time.

As of the 2022 candidate filing deadline, 50 candidates filed to run for Indiana's nine U.S. House districts, including 28 Republicans, 21 Democrats, and one Libertarian. That's 5.6 candidates per district, less than the 8.7 candidates per district in 2020 and 7.9 in 2018. This was the first candidate filing deadline under new district lines adopted following the state's decennial redistricting process. Indiana neither gained nor lost seats in the 2020 round of apportionment.

Five incumbents—all Republicans—did not draw any primary challengers. At least one Democrat and one Republican filed to run in all nine districts, meaning no seats would be guaranteed to any one party.

Of the nine districts, one—Indian's 9th—was left open, meaning no incumbent filed to run. The district's incumbent, Rep. Trey Hollingsworth (R), announced his retirement from public office. The one open district represents the lowest number since 2014 when there were no open districts. There were two open seats in 2020, 2018, and 2016.

Heading into the election, Ballotpedia rated this race as safely Republican. Incumbent Larry Bucshon (R) won re-election in 2016. Bucshon defeated Ron Drake (D) and Andrew Horning (L) in the general election on November 8, 2016. Bucshon defeated Richard Moss in the Republican primary. On the other side of the aisle, Ron Drake defeated David Orentlicher to win the Democratic nomination. The Democratic primary race remained uncalled for months following the election. The primary elections took place on May 3, 2016.
