The Interstate Compact for Industrialized/Modular Buildings is an interstate compact among Minnesota, New Jersey, North Dakota, and Rhode Island. It was adopted by Minnesota, New Jersey, and Rhode Island in late 1992/early 1993, and by North Dakota in 2011.[1][2]

History

The compact is the result of a collaborative effort of the National Governors' Association, the Council of State Governments, the National Conference of States on Building Codes and Standards, and the National Association of Attorneys General. The group drafted model legislation in response to two emerging issues in the building industry: a growing demand for modular buildings, and a lack of uniform regulations about the design and siting of these buildings. The legislation is intended to "encourage states to adopt and administer uniform industrialized buildings programs in order to assure interstate reciprocity."[2]

Governance

The compact created the Interstate Industrialized Buildings Commission (IBC) to enact the compact. It is composed of governor-appointed state officials from each member state and a representative from the industrialized buildings industry.[2]

The legislature of each member state passes the laws with certain modifications, but the core of the legislation remains the same.
