The Iowa Construction of Drains and Levees Amendment, also known as Amendment 1, was on the ballot in Iowa on November 3, 1908, as a legislatively referred constitutional amendment. It was approved. The measure permitted the construction of drains, ditches and levees for agricultural, sanitary or mining purposes and organized for the organization of drainage districts. The measure also allowed for the condemnation of real estate needed for the construction or maintenance of such drains, ditches or levees.[1][2][3]
