The Iowa County Home Rule Amendment, also known as Amendment 1, was on the ballot in Iowa on November 7, 1978, as a legislatively referred constitutional amendment. It was approved. The measure granted limited home rule authority to counties and joint-municipal corporation governments, with no taxing power unless authorized by the General Assembly.[1][2][3]
