The Iowa Penal Law Fines Amendment, also known as Amendment 2, was on the ballot in Iowa on November 5, 1974, as a legislatively referred constitutional amendment. It was approved. The measure repealed the requirement that all fines for breach of the penal laws be applied to the school district in which the fines are collected.[1][2]
