An effort to recall Councilman J.R. Thiara did not qualify for the ballot in Live Oak, California, after organizers did not obtain enough signatures for an election to be scheduled.[1][2]

Recall supporters

Residents Ashley Hernandez and Noel Grove were among the organizers of the recall campaign. Hernandez alleged that Thiara had delayed the passage of a full annual budget for the city. She also cited Thiara's conduct in office as grounds for the recall campaign. A workplace investigation, conducted by an outside law firm in 2019, concluded that Thiara had "repeatedly engaged in bullying and abusive and threatening behavior towards others."[3][2]

Recall opponents

Thiara said about the recall, "This process is an important constitutional right provided to every citizen. ... I gladly welcome the opportunity to meet with, listen to, discuss, and address any comments or concerns that any citizen of Live Oak may have."[4]

Thiara had also previously commented on the workplace investigation, saying that he was not informed of the cause of the investigation and that its release was designed to embarrass him.[2]

Organizers served Thiara with a notice of intention to circulate a recall petition on November 17, 2021. For a recall election to have been scheduled, the petition needed to have been signed by 25% of registered city voters within 60 days.[2]
