Russell was born in Harlem and raised in the Bronx. He is an associate minister at Goodwill Baptist Church and Greater Universal Baptist Church. His professional experience also includes starting a financial planning services company, JLR Financial Services Co., in 1989.[1][2]

Russell said he would focus on economic development, education and foster care if elected.[3] He also said he wanted to improve the relationship between the community and law enforcement. "Police have to be shown how to work with the community, and the community needs to understand how to work with the police," he said.[2]
