J. Mark Costine was a judge on the Belmont County Court of Common Pleas Probate/Juvenile Division in St. Clairsville, Ohio from 1998 to 2018. He assumed the bench on December 24, 1998.[1][2] He retired in May 2018 after taking a leave of absence for medical reasons.[3]
