J. Spencer Bell (1906-1967) was a federal judge for the United States Court of Appeals for the 4th Circuit.[1]

Bell was nominated by President John F. Kennedy on September 14, 1961, to a new seat created by 75 Stat. 80; he was confirmed by the Senate on September 23, 1961, and received his commission on September 27th. He served until his death on March 19, 1967.[1]
