Jack S. “Chip” Hurley, Jr. is a circuit court judge for the 29th Judicial Circuit in Virginia.[1] He was appointed to the court by Governor Bob McDonnell in August 2012.[2]

Education

Hurley received his undergraduate degree from Davidson College and his J.D. from the University of Richmond School of Law.[3]

Career

Before he joined the circuit court, Hurley served as a district court judge for the 29th Judicial District Court.[4] He has also previously worked as an attorney in private practice and served as a prosecutor for the Town of Tazewell, Virginia.[2]

Legal challenge to Virginia's mid-decade bid to redistrict (2026)

During an October 2025 special legislative session, the Virginia General Assembly approved a constitutional amendment that would permit Democrats to redraw the state’s congressional map. [5] To appear on the 2026 general election ballot, the measure needed to be approved twice: once before a general election of the House of Delegates and then in a separate session after that election with identical text.[6] The General Assembly approved the proposed amendment in January 2026, during its general session. Republicans in the legislature filed a legal challenge on January 27, 2026.[7] Judge Hurley found that the measure did not follow proper procedural rules for placing a constitutional amendment on the ballot and ruled that it could not appear on the 2026 ballot.[8]
