Jackie Schutz Zeckman is a Republican political consultant in the state of Florida. She is the former chief of staff for Gov. Rick Scott (R). Zeckman began working as chief of staff in July 2017. She resigned in March 2018.[1][2]

Career

Early career

Zeckman began her political work when she was still in college at Florida State University, first as an intern on George W. Bush's (R) presidential campaign in 2004. She then interned with the press and communications office for Florida Gov. Jeb Bush (R). She described the experience prior to graduating Florida State, saying, "Through speaking with the media on a daily basis, I learned how reporters shape their stories. Writing media advisories and editing press releases enabled me to further understand how politicians convey their messages; this is where my desire to learn about political communications began."[3] She later interned in the White House in the office of presidential scheduling and appointments under George W. Bush.

After attending the London School of Economics, Zeckman began working at the Tallahassee-based public relations firm CoreMessage.[1]

Rick Scott gubernatorial administration

Zeckman joined Scott's administration in 2011, shortly after Scott was elected governor for the first time. She served as his spokeswoman for the first years of her time there, and in 2014 became communications director. In July 2017, she was appointed chief of staff after Kim McDougal left that position to return to the private sector. Upon naming Zeckman chief of staff, Scott said, "Jackie has been on my team since my first year in office and has done a great job leading my communications efforts and conveying my vision of Florida as the best destination for families and businesses. Along with her work on my communications team, Jackie was an integral part of my re-election efforts and has continued to be a trusted adviser in all aspects of implementing our agenda for Florida. I have full confidence that she will do an outstanding job as my Chief of Staff."[4] She resigned in March 2018.[2]

In 2017, Ballotpedia identified Jackie Schutz Zeckman as a gubernatorial chief of staff. A chief of staff is the lead staff member of an administration and is responsible for implementing the governor's agenda.

The role is both a managerial and advisory position, although specific duties vary by administration. The chief of staff typically has the following responsibilities, according to the National Governors Association (NGA):[5]

  • Control access to the governor and manage the governor's calendar;
  • Monitor the flow of information to the governor on policy issues;
  • Oversee gubernatorial Cabinet and staff; and
  • Manage and communicate the governor's policy agenda to the state legislature and the public.

In terms of policymaking, the NGA notes that a chief of staff is responsible for bringing policy and communications together: "The chief is responsible for overseeing the development of the governor’s policy agenda. The policy director or advisor is typically responsible for shaping the general concepts and specific details of the agenda with input from the communications director, policy staff and cabinet members. The chief often must take charge and bring the pieces together coherently."[5]
