Ballotpedia identified the March 3, 2026, Republican primary for Texas' 9th Congressional District as a battleground election. The summary below is from our coverage of this election, found here.

Eleven candidates are running in the Republican primary for Texas' 9th Congressional District on March 3, 2026. The filing deadline is December 8, 2025. Two candidates lead in media attention, fundraising, and endorsements: Briscoe Cain (R) and Alex Mealer (R).

Incumbent Al Green (D) is running in the Democratic primary for Texas' 18th Congressional District in 2026. The last time the district was open was 2004, when Green was first elected. Green received at least 70% of the vote in every general election since then.

Texas conducted redistricting in 2025, and the 9th Congressional District's boundaries changed as a result. According to Gabby Birenbaum of The Texas Tribune, the district was "one of five Democratic districts that [were] significantly redrawn with the goal of electing Republicans."[4] Birenbaum also wrote that "what was once a district that voted for Democrat Kamala Harris by a 44-point margin is now, under the new boundary, a district that went for Republican Donald Trump by 20 percentage points."[4]

Cain is an attorney who was elected to the Texas House of Representatives in 2016.[5] He serves in the Texas State Guard.[5] Cain is campaigning on his legislative experience, saying he has "[led] the charge for limited government, secure borders, election integrity, and protecting life and liberty."[5] Cain is also campaigning on his legal experience, describing cases he has worked on as promoting religious liberty and pro-life causes.[5] Cain says he would support gun ownership and back President Donald Trump's (R) immigration policies to improve public safety.[6] On social issues, Cain says he would "protect faith, freedom, and Texas families."[5] U.S. Reps. Pete Sessions (R-Texas) and Randy Weber (R-Texas) endorsed Cain.[7]

Mealer is a U.S. Army veteran who formerly worked in the finance industry and served on the Metropolitan Transit Authority of Harris County board from 2024 to 2025.[8][9] She was the Republican nominee for Harris County Judge in 2022, losing to incumbent Lina Hidalgo (D) 51% to 49%. Mealer is campaigning on her military experience and status as a political outsider, saying, "I lead when others run away."[10] Mealer says she would focus on passing election security legislation and providing federal funding for Texas law enforcement.[10] Mealer says she would help "deliver President Trump's America First vision."[10] Texas businessman Jim McIngvale, Harris County Commissioner Tom Ramsey (R), and the Texas Municipal Police Association endorsed Mealer.[11]

Also running in the primary are Jaimy Annette Zoboulikos-Blanco (R), Alexandria Butler (R), Michael Curran (R), Peter Emmert (R), Dan Mims (R), Crystal Sarmiento (R), Steve Stockman (R), Dwayne Stovall (R), and Terry Lee Thain (R).

As of December 2025, The Cook Political Report with Amy Walter, Inside Elections with Nathan Gonzales, and Larry J. Sabato's Crystal Ball each rated the general election Safe/Solid Republican.

Jaimy Blanco, a lifelong resident in Houston’s 29th Congressional district.

Her mother, a Mexican immigrant of Jewish heritage from Nuevo León, became an American citizen after moving to Houston, where she raised four children as a single working mother as a Barber. Jaimy’s father, born and bred in Weslaco Texas, worked as a machinist and was a member of the United Steel Workers union. Jaimy studied at the University of Houston’s bilingual/ESL education program and also earned a bachelor’s degree in biblical studies. She won a trophy for her work as coach of a team that competed successfully in the North American Bible Quiz tournament. Jaimy is a Jewish Orthodox.

While still attending college, Jaimy obtained a real estate license and developed a career as a successful Real Estate Investor, while managing her own Real Estate portfolio. Her management company also focused on improving and rehabbing the city’s stock of multi-family housing while simultaneously keeping an open ear to oversee relationships with the tenants. Jaimy is a concerned citizen, utilizing her talents in a number of volunteer causes, including The Bridge Crisis Center shelter for victims of domestic violence and sex. Jaimy has traveled to 32 countries, addressing parliamentary delegations, government leadership summits, and prayer breakfasts in support of Israel, America’s only dependable strategic ally in the Middle East. In Texas, Jaimy’s reach in the community extends both locally and statewide.
  • Restore the American Dream by getting Government out of the way and Americans back to work
  • Defend the Constitution and fight to protect our rights, our freedoms, and our individual liberties
  • Immigration reform that respects the rule of law and protects American sovereignty.
In Congress, my priority will be restoring the American dream by getting government out of the way and Americans back to work. I believe in free market principle that allows our economy to grow and thrive. We must cut the size of government I will fight for it cannot make liberty by cutting taxes and cutting spending. To balance the budget we must dramatically cut the size and scope of the federal government. Spending is the problem and we must be willing to make aggressive cuts to discretionary spending and mandate programs.
My mentors from religious leaders to motivational speakers. I listened and applied Tony Robbins teachings, about having a purpose and writing a mission statement. I would like to follow his example by imparting my knowledge to other people. By teaching people how to find their purpose, how to handle finances, how to invest, how to apply biblical teachings in a persons life.
A person who has a daily prayer walk with their creator, that seeks wisdom and knowledge and understanding for every decision.
My life and actions speak for itself. I have prepared myself through education and application. The biblical principles instilled in me. Building a real estate portfolio and managing it. Traveling to over 30 countries doing mission work in orphanages. Serving in inner city organizations such as for battered women and homeless.
A politician is a public servant. Our responsibility is to serve the needs of our district.
I want every person that I encounter throughout my political career to look at me as an example that there is hope for generation. To be the change I want to see in our nation. To leave an example for others to follow and take on the baton. Something
I started working as a leasing agent in the office of the apartment complex I was living. That is how I gained experienced to manage a multi family complex. I stayed in this industry and became a real estate investor, opened my own property management company to manage my own real estate properties.
Outwitting the devil by Napoleon Hill.
All my struggles have been a blessing in disguise. They have taught me to grow in faith.
Running for reelection every 2 years forces Members of Congress to stand before their constituents and justify their actions. This makes them more accountable to the people and forces them to represent the needs of their district or risk losing their jobs.
No, career politicians is why America has a problem. We need people from diverse backgrounds. That can bring different perspectives to the US house of representatives.
The biggest challenge that America is facing is rebuilding our economy. Government is out of control with high inflation rates for the necessities of Americans. We have to get the government out of the way. Give the people back a voice. Restore unity within our nation to rise up against the real enemy our government.
I would like to serve on the House Foreign Affairs Committee and/or the House Small Business Committee.
When I get to congress, I will fight for term limits.
Nikki Haley is a strong example of someone I look up to her work ethics and her determination.
I have seen family members in the district that have had funerals held. They have family that were not able to obtain a visa to come to a funeral from Mexico. They reached out to their current Congress member who was able to assist to join the family for a funeral.
When I go to Congress I will always vote according for the people of my district. We should never compromise.
Washington taxes too much and one of my priorities will be to make sure that Americans keep more of their hard-earned money.  Government has become too big and too intrusive.  We must dramatically cut the size and scope of the Federal Government.  Spending is the biggest problem, and we must be willing to make aggressive cuts to discretionary spending and mandatory programs.

Campaign website

Blanco's campaign website stated the following:

JAIMY ON THE ISSUES:

Pro-Life

I believe that life begins at conception and will vote accordingly to make sure that we continue to protect the unborn. I would vote for and co-sponsor the Born Alive Infants Protection Act.

Opportunity Zones

Some of our district’s neighborhoods are unfortunately struggling with job creation and are still hurting from Hurricane Harvey and now COVID-19. I will work with businesses to help stimulate more job creation in District 29.

Faith

This country was founded on the very basis of Judeo-Christian principles and as a Jewish conservative, I will always fight to protect our religious liberties. " Listen, O Israel! The Lord is our G-d, the Lord alone. And you must love the lord your G-d with all your heart, all your soul, and all your strength. " Deuteronomy 6:4

Pro-2nd Amendment

I will fight for we the people to have the right to keep and bear arms, in which shall not be infringed.

Law Enforcement

Safe streets, safe schools and safe communities make America safe. Law enforcement are the heroes that run towards danger to keep those places safe and keep America safe. As a Member of Congress, I will protect law enforcement's ability to do their job, give them the resources they need and protect every community in Congressional District 29.

Veterans

Our nation's veterans are the reason why we remain free in the greatest nation on earth. The sacrifice of our men and women in uniform should be highlighted and revered by all Americans. As a Member of Congress; I will work with the President to reform the VA, allow our men and women more choice in care and to allow our veterans to get all the benefits they are entitled to.

Healthcare

I believe that we can work with the private sector to bring prescription drug prices down and protect pre-existing conditions without creating government-run healthcare and to eliminate Obamacare.

Human Trafficking

Human Trafficking is truly the modern day slavery and unfortunately, Houston is one of the major hubs in the United States. As a Member of Congress; I will hope to pass legislation to help combat the crime as well as spread awareness to our community.

Criminal Justice Reform

I believe that we must do everything we can to help victims, families and defendants have a criminal justice system that is fair to all parties involved. That is why I would have voted for the First Step Act and look forward to working with my colleagues on more ways that we can make justice fair for everyone involved in it.

Federal Budget

As a business owner, I believe in a balanced budget. I intend to work with my colleagues for a balanced budget amendment to the Constitution and will vote NO on wasteful spending or continuous resolutions. We need an actual budget for the United States.[15]
