Cabiness holds a B.S. and M.S. in business administration from Averett University. His professional experience includes serving in the United States Air Force and working as an Academic Adviser at Norfolk State University.[1]

On his campaign site, Cabiness highlighted the following issues:[2]

'Education

  • Excerpt: "Education is the corner stone of any good community and Virginia Beach is no different ... I believe we are on the right track with our strategic plan and teaching 21st century skills (ie. problem solving, communication, and collaboration, among others), and I want to see us invest more in education so that we can continue that progress and better prepare our students for their future. As a proud, new father of a nine-month-old girl, I care deeply about the quality of our schools. My top education priorities are to fully fund our schools, provide pay raises for our teachers and employees, and to create an all day Kindergarten program for every student whose family wants it. Virginia Beach is one of just four localities in Virginia that does not offer an all day Kindergarten experience for all students. There is a huge push nationally to expand pre-K and we don’t even have a Kindergarten program that is up to par. To continue improving our schools we need to make this change."

Economy

  • Excerpt: "Virginia Beach is too dependent on federal government spending—which has seen budget cuts over the past years—and the military—which is always under threat of re-deploying and downsizing. And, while tourism is also a vital and vibrant part of our economy, it too is an industry that depends on factors that are often out of our control. I will work to protect and promote these foundations of our economy, especially protecting Oceana. But it is essential that we find creative ways to create new jobs. Creating new jobs starts with supporting our small businesses. I’m committed to reducing a particularly onerous tax for small businesses—the Business Personal Property Tax—by as much as 50%. This tax unfairly impacts small businesses by requiring that they pay annual taxes on 40% of the original cost of every piece of business equipment no matter what the actual value of the equipment is. Small businesses tend to hold on to equipment longer, but in spite of this, they are taxed based on the same 40% of original cost of their business equipment, even if that equipment is functionally obsolete and has little to no value. In extreme cases, a single year’s tax on an aged piece of business equipment can exceed the current value of the equipment. I’ll work to find creative ways to entice new businesses to come to Virginia Beach, not just from the region, but globally. The Business Personal Property Tax is an example of the type of policy that we can change in order to expand and diversify our economy."

Neighborhoods

  • Excerpt: "I want to represent our neighborhoods on city council. The oceanfront, big business, and many special interest groups have a “go to” person on the council, someone who is representing their interests. Our neighborhoods need someone looking out for them too. We need someone who will actively work to ensure that our streets are paved, that our schools are funded, and that our neighborhoods are properly patrolled and kept safe. We need someone who will prioritize fire safety and ensure that an ambulance can get to an emergency as quickly as possible. I believe this is lacking on our current city council, and this is a void I want to fill."

Elections

2014

The city of Virginia Beach, Virginia held elections for city council on November 4, 2014. The filing deadline for candidates wishing to run in this election was June 10, 2014.

Six council seats were up for election.[3] In the District of Rose Hall, incumbent Shannon Kane defeated Beatrice R. “Petey” Browder, James D. Cabiness II and Stephen A. Johnston.[4][5]
