James Diossa (Democratic Party) is the Rhode Island General Treasurer. He assumed office on January 3, 2023. His current term ends on January 5, 2027.

Diossa is also an officeholder of the Democratic Party of Rhode Island Vice Chair.

Diossa (Democratic Party) ran for election for Rhode Island General Treasurer. He won in the general election on November 8, 2022.

In 2009, at age 24, Diossa was elected to the city council of Central Falls, Rhode Island. He became the town’s mayor in 2012 and was re-elected twice, holding the position through 2020.[1][2][3]

Biography

Diossa was born in Medellín, Colombia, and earned a bachelor's degree in criminal justice from Becker College in Massachusetts in 2009.[4] In 2021, after leaving his position as mayor, and before launching his campaign for state treasurer, he advised local government officials for Brown University's Policy Lab.[5][6][7]

Diossa took positions in support of the Environmental, social, and corporate governance (ESG) movement.

State financial officers, including treasurers, auditors, and controllers, are responsible for auditing other government offices, managing payroll, and overseeing pensions. In some states, certain SFOs are also responsible for investing state retirement and trust funds.

Campaign statement regarding climate and energy (2022)

On his 2022 campaign website, Diossa said: "It is long past time for us, as a State and as a Nation, to get serious about climate change. The science is real: our world is warming at an alarming rate. Indeed, the speed of global warming has consistently outpaced our predictions. And here in the Ocean State where so many people live by the coast or depend on the ocean for their livelihood, we will be among the first to experience the worst of its effects. As Treasurer, I intend to leverage state funding in order to encourage cities and towns to adopt zoning and land use laws that encourage sustainable energy infrastructure, ensure state-financed construction projects move forward with an eye toward sustainability, and expand funding for green construction projects through the Rhode Island Infrastructure Bank.”[8]
