James Donovan
James K. Donovan was a justice on the Illinois Fifth District Appellate Court. He was assigned to this position in September of 2002 and was retained by voters to a full term in 2004.[1][2] Donovan retired from the court on December 2, 2012.[3]
Education
Judge Donovan was born in East St. Louis on August 12, 1952. He earned a B.S. degree from Southern Illinois University at Carbondale and then attended the St. Louis University School of Law for his J.D. degree.[1]
Career
Judge Donovan began his career in 1978 as an Assistant State's Attorney in St. Clair County. He then worked as a Public Defender in this county and as a private practice lawyer from 1981 to 1982. In 1983, he became an Associate Circuit Judge for the 20th Circuit Court. He was promoted to Circuit Judge in 1987. In 1994, he returned to the private practice of law until February of 2001, when he was reappointed Judge of the 20th Circuit Court. He joined the Appellate Court in 2002 and retired in 2012.[1]
