James Foreman
James Foreman (1927-2012) was an Article III federal judge for the United States District Court for the Southern District of Illinois. He joined the court in 1979 after being reassigned from the Eastern District of Illinois due to a law signed by President Jimmy Carter. Foreman assumed senior status in 1992 and continued serving the court in that capacity until his death on June 3, 2012.[1]
Early life and education
Foreman graduated from the University of Illinois with his bachelor's degree in 1950 and later graduated from the University of Illinois College of Law with his J.D. degree in 1952.[1]
Military service
Foreman served in the U.S. Navy from 1945 to 1946.[1]

Judicial nominations and appointments
Southern District of Illinois
On the recommendation of U.S. Senator Charles Percy, Foreman was nominated by President Richard Nixon on February 16, 1972, to a seat vacated by Judge William Juergens. Foreman was confirmed by the Senate on March 2, 1972, and received commission on March 7, 1972. He was re-assigned to the Southern District of Illinois on March 31, 1979, due to nationwide court re-organization legislation signed into law by President Jimmy Carter that created the Southern District of Illinois. Foreman served as chief judge of the Eastern District of Illinois from 1978 to 1979 and served as the first chief judge for the Southern District of Illinois from 1979 to 1992. Foreman assumed senior status on June 1, 1992, and passed away on June 3, 2012.[1]
