James Francis
James C. Francis was a federal magistrate judge for the United States District Court for the Southern District of New York. He was appointed to this position on October 28, 1985.[1][2] He retired in 2017.[3]
Education
Judge Francis was born in 1952 in Tulsa, Oklahoma. He earned a B.A. degree from Yale University in 1974. He went on to earn a Master of Public Policy degree from Harvard University's John F. Kennedy School of Government in 1978, and a J.D. degree from Yale Law School that same year.[1]
Professional career
Judge Francis began his legal career in 1978 as a law clerk to U.S. District Judge Robert Carter of the Southern District of New York. The following year, he joined the Legal Aid Society in New York City, where he worked as a staff attorney until his 1985 judicial appointment.[1]
