He earned his associate degree from San Angelo Junior College, his bachelor's degree from the University of North Texas, and his master's degree from Texas Tech University. He has served as the department chair of English at a high school in a nearby district, special advisor at Midland College, and the director of the Midland College Teaching and Learning Professional Development Center. Board membership
2014-2015
The Midland Board of Trustees voted unanimously on 98.4 percent of its votes between April 14, 2014, and April 13, 2015. Every vote recorded by the board passed.
According to Veronica Ramirez, executive secretary to Superintendent Warren, the Midland Board of Trustees does not track "yes" and "no" votes by individual board members on given issues. Therefore, on the votes where the board was not unanimous (1.6 percent of the time), the member voting records are not made public by the district.[2]
Ballotpedia was unable to determine whether there were governing majority or minority factions on the board due to the unavailability of member voting records. Due to the overwhelming majority of unanimous votes, it is likely that no individual board member's voting record differed significantly from that of the other board members.[3]

2016
Four seats on the Midland Independent School District board of trustees were up for by-district general election on November 8, 2016. The seats held by District 1 incumbent James Fuller, District 2 incumbent Angel Hernandez, District 4 incumbent Jeff Robnett, and District 7 incumbent Jay Isaacs were up for election. The only incumbent to file for re-election was Fuller. In District 1, Fuller defeated challenger Ernie Garcia. District 2 saw sole candidate Robert Marquez file for the open seat. Due to lack of opposition, the election was canceled and Marquez was appointed to the seat in September 2016.[4] Rachel Stone led John Kennedy for the District 4 seat after the initial count, but a recount determined that Kennedy won the seat by a single vote.[5] In District 7, Bryan Murry defeated Margy House for the seat.[6][7]
