James Hay (1856-1931) was a federal judge on the United States Court of Claims.

Hay was nominated to the Court of Claims by President Woodrow Wilson. He was commissioned on July 17, 1916. He assumed senior status on December 1, 1927 and served in that capacity until his death on June 12, 1931.[1]
