Russell graduated from Wilby High School in 1996 and worked as a driver for UPS at the time of his candidacy. He has been a volunteer with the American Red Cross and the Naugatuck River Revival Group.[1]

Russell lost election to the board as an independent against nine other candidates on November 5, 2013. She ran as part of an Independent Party ticket including Margaret A. O'Brien and Kimberly A. Sidoti referred to the Row C coalition due to the slate's placement on the ballot.
