Penny provided the following description of his political philosophy to Ballotpedia:
| “ |
I chose to run to move KY into the 21st Century. Our families should not be behind in education, wages, technology, or healthcare. I believe we have the resources within the Commonwealth to make a positive impact for all.[1][2] |

He added:
| “ |
I've been volunteering in the Louisville community since age 16 and have worked with a number of groups such as Habitat for Humanity, Louisville Urban League, YMCA, The Steward's Staff, Supplies Over Seas, Family Scholar House, and many more. I my greatest wish is to extend my service to the community into the entire state. Working together, I believe we can improve the quality of life, education, jobs, and healthcare for all Kentuckians.[1][2] |
