James Dickson Phillips, Jr. was a federal judge on the United States Court of Appeals for the 4th Circuit. He joined the court after an appointment from President Jimmy Carter. He elected to take senior status beginning on July 31, 1994, and served as a senior federal judge until his death on August 27, 2017.[1][2]

Education

Phillips graduated from Davidson College with his bachelor's degree in 1943 and from the University of North Carolina School of Law with his J.D. in 1948.[1]

Phillips served as a first lieutenant in the U.S. Army from 1943 to 1946.[1]

Judicial nominations and appointments

Phillips was nominated to the United States Court of Appeals for the 4th Circuit by President Jimmy Carter on July 20, 1978, to a seat vacated by Judge James Craven. He was confirmed by the U.S. Senate on August 11, 1978, and he received his commission on August 11, 1978. Phillips elected to take senior status beginning on July 31, 1994, and he served as a senior federal judge until his death on August 27, 2017.[1][2]
