James S. Cowlin is a resident circuit judge on the Twenty-Second Judicial Circuit Court in Illinois. He was appointed to succeed Gordon E. Graham on July 7, 2015, effective September 8. His term expired on December 4, 2016.[1][2] He was previously an associate judge on the court.[3][4]
