James S. Halpern is a senior Article I federal judge for the United States Tax Court. He joined the court in 1990 after a nomination from President George H.W. Bush. He was reappointed to a second term on November 2, 2005, by President George W. Bush. On October 16, 2015, Halpern retired, but continues to perform judicial duties as Senior Judge on recall.[1][2]
Education
Halpern earned his B.S. and J.D. at the University of Pennsylvania, in 1967 and 1972, respectively. He also earned an LL.M. from New York University Law School in 1975, specializing in taxation.[2]
Military service
Halpern served in the U.S. Army Reserve, where he retired as a Colonel.[2]

Judicial career
Tax Court
James S. Halpern was nominated to the United States Tax Court by President George H.W. Bush and confirmed by the Senate on July 3, 1990. He was reappointed to a second term on November 2, 2005, by President George W. Bush.[2]
