  • I’ve called Ashtabula home since I was five. For nearly 40 years, I ran a successful business on Main Avenue, working daily with our residents and families. That experience taught me the value of hard work, listening, and building strong relationships—qualities I carry into public service.

For the past two terms, I’ve had the honor of serving as Ward 5’s City Council representative. I’ve chaired the Economic Development, Community Development, and Parks & Recreation Committees and served as Vice Chair of Finance & Personnel—gaining hands-on experience with our city’s finances, infrastructure, housing, and community programs.

Three years ago, I remarried, and many still know me as Jane Haines. On the ballot, I’ll appear as Jane DiGiacomo
  • My Priorities if Re-Elected 1. Stronger Code Enforcement Tackle neglected properties and vacant homes to protect our neighborhoods, safety, and property values. 2. Supporting Local Businesses Make sure City Hall works with our small businesses—removing red tape, encouraging growth, and creating good local jobs. 3. Accountability & Homelessness Promote fair, compassionate policies that protect neighborhoods while ensuring people in crisis get real help and long-term support.
  • I first ran for Council because I love Ashtabula and believe in its potential. My goal has always been to give back—using my experience as a business owner, community leader, and neighbor to help move our city forward. I’m running for reelection because my passion for Ashtabula remains my driving force. We’ve made progress, but there is more work ahead—revitalizing neighborhoods, supporting local businesses, improving parks, and ensuring every resident’s voice is heard.
I care most about supporting small businesses—because I’ve lived that life. For nearly 40 years, I owned and operated my own salon on Main Avenue in Ashtabula. Every morning, I opened the doors, turned on the lights, and worked hard to serve my customers and community. I know what it’s like to meet a payroll, manage expenses, navigate city permits, and still find time to support school fundraisers and neighborhood events. My husband also owns a small business, so I see every day the effort and sacrifice that go into keeping those doors open.

That experience has shaped my approach to public service. Small businesses are the backbone of Ashtabula’s economy.
