Campaign website

Solomon’s campaign website stated the following:

JARED KNOWS THAT GOOD GOVERNMENT CAN DO GREAT THINGS BECAUSE HE'S MADE PROGRESS IN HIS OWN NEIGHBORHOOD.
z He worked with the community to tackle crime head-on with simple and effective solutions like installing better street lighting, converting abandoned properties to public parks, and investing in youth programs — and it is WORKING. After cleaning up the WeLoveU Park and putting an end to short dumping, crime around the park went down 37% in just a matter of weeks.

ABORTION RIGHTS
Abortion and personal health care decisions are between a woman and her doctor, not politicians. As Attorney General, Jared will always protect and defend women’s access to abortion in Pennsylvania.

In the State Legislature, Jared introduced legislation to preserve a woman’s right to choose by providing a framework to work with neighboring states to prevent investigations of reproductive health care services, disclosure of records, and negative licensing actions. Throughout his entire tenure in the State House, Jared has maintained a lifetime 100% voting scorecard from Planned Parenthood Pennsylvania Advocates based on votes on key legislation related to sexual and reproductive health and rights.

As Attorney General, Jared will work to expand access to care — and ensure that it is women making their own healthcare decisions, not politicians. Jared will ensure that his office provides the public with the information they need to seek safe abortion services, including Mifepristone providers and services through telehealth.

Jared will, where legally appropriate, prosecute individuals or groups who criminally trespass abortion facilities or barricade clinic entrances to block access to abortion services.

VOTING RIGHTS
The right to vote is the fundamental right from which all other rights flow. That’s why, as Attorney General, Jared will work tirelessly to ensure that all Pennsylvanians can exercise their Constitutional right to the ballot box in free and fair elections.

Jared will prosecute anyone who tries to illegally interfere with Pennsylvania’s elections, be it through voter intimidation or other efforts to disenfranchise voters. Jared is not afraid to prosecute public officials for illegal election activities.

Under Jared’s leadership, the Office of the Attorney General will work to ensure voters continue to have the ability to safely and reliably vote by mail, and Jared will provide legal guidance to voters on potential voting issues ahead of each election.

As a member of the military himself, Jared will ensure that members of the military who are outside of Pennsylvania on election day can use the Federal Write-in Absentee Ballot to both apply for an absentee ballot and to cast their vote.

GUN CRIME
Jared currently represents a state house district in Northeast Philadelphia and knows that leadership on gun violence starts with presence. That means showing empathy to victims, not only through words, but through grieving with families, seeing victims, listening to, and surrounding them with resources and compassion.

Jared believes that to address the immediate threat of gun violence, we don’t need fewer police — we need a different type of policing. As Attorney General, Jared would support investment in training and a return of policing in our cities to pre-pandemic engagement with communities so that officers have sectional integrity in all they do and get to know the schools, churches, and businesses within their sector. Each officer needs to build connections within the community they are policing, helping with investigative work and doing preventive policing instead of reactive policing.

Similarly, we must rebrand what it means to be a member of the police force in Pennsylvania with a massive public-service campaign that calls for the best and brightest of this generation to uplift our communities from within our communities. This campaign must resonate with this new generation of young people and should include incentive sign-on pay to attract the best candidates.

As Attorney General, Jared would work to bolster investment in gun crime preventative justice tools that have already shown promise, including gun-violence intervention initiatives- turning blighted properties into community parks, lighting, home repairs, and greening up gun-violence-plagued blocks; and investing in the gun-violence task-force model in which prosecutors and field agents supplement local law enforcement to combat firearm crimes.

As the chief law enforcement officer in Pennsylvania, Jared would work with the legislature to finally bring commonsense gun reforms to Pennsylvania, including stronger red-flag laws, a ban on assault weapons, expanded background checks, and shutting the ghost gun loophole. Jared will take on the gun lobby, reckless gun retailers, and ghost gun manufacturers.

CLEAN AIR AND WATER
Pennsylvanians have a state constitutional right to clean air, pure water, and to the preservation of the natural, scenic, historic, and aesthetic values of the environment. As Attorney General, Jared will conserve and maintain our environment by holding corporate polluters, frackers, or illegal dumpers accountable when they commit environmental crimes.

Jared believes that Pennsylvania’s existing environmental regulations do not do nearly enough to protect our state's air, water, and health, and he will work with the legislature to pass stronger environmental protections. In the meantime, Jared will pursue polluters with civil fines and restitution, plus criminal charges where appropriate, no matter how well-connected they may be.

LABOR AND EMPLOYMENT
As Attorney General, Jared will fight to protect Pennsylvania workers from wage theft and uphold their right to bargain collectively.

Jared will prosecute bad apple-employers who cheat their workers, including those who fail to carry workman’s compensation insurance or intentionally misclassify workers as independent contractors. These bad apple employers hurt not only their workers but also make it harder for law-abiding employers to compete, which is why Jared will aggressively pursue them to benefit all Pennsylvanians.

Jared would continue the Office of Attorney General’s first-ever Fair Labor Section created under former AG Josh Shapiro and ensure the office has a dedicated Chief Deputy Attorney General for Fair Labor who will lead the team fighting for working people.

Jared will increase outreach activities with organized labor and law-abiding employers to better defend workers against wage theft, misclassification, and discrimination.

CONSUMER PROTECTION
Throughout his life, Jared has always taken on the bullies, scammers, schemers, and cheaters who put their profit motive ahead of Pennsylvanians.

As Attorney General, Jared will pursue enforcement actions to protect Pennsylvania consumers from predatory lenders and price gougers, and he will aggressively issue regular consumer alerts to inform the public as new scams or dangers arise.

Health, safety, and privacy issues are of the utmost importance to Jared. If a business lies, cheats, or steals from Pennsylvanians, he is coming for them.

HOUSING
Having a secure place to live is one of the most important components of securing Pennsylvania families’ futures.

As Attorney General, Jared will take on predatory businesses that scam aspiring homeowners with predatory and misleading “rent-to-own” schemes. Jared will prosecute mortgage lenders who systematically discriminate against neighborhoods with a high percentage of racial or ethnic minorities.

Under Jared’s leadership, the Attorney General’s office will increase public information programs to help tenants know their rights, and Jared will take action against landlords who charge illegal fees in violation of Pennsylvania law.

PUBLIC CORRUPTION
Jared is the leading voice in fearlessly calling out the culture of corruption in Pennsylvania, regardless of political party.

After the sweeping 116-count federal indictment that ensnared many of the political power brokers in Philadelphia, Jared was the only elected official to stand up and call for their resignation. Jared continues to be one of the only elected officials in Harrisburg publicly advocating for truly transparent, ethical, and good government.

As Attorney General that work will continue that focus. If a public official is more concerned with lining their pocket instead of taking care of their community, Jared will prosecute them to the fullest extent of the law.

For too long, Pennsylvanians have had to rely on the Department of Justice to prosecute public corruption in our state. As Attorney General, Jared will take the lead in holding accountable those who abuse the public trust.

The true work of government is improving the lives of the people it represents. When public officials use their position to improve their own lives at the expense of the public, Jared will pursue them with the full force of his office.

DRUG POLICY
Jared believes that the heroin, fentanyl, and opioid epidemic is the top public safety crisis in Pennsylvania, with 14 Pennsylvanians dying from opioid overdoses every day. To address the crisis, we need a multi-prong approach that includes prevention, enforcement, treatment, and recovery, with all stakeholders working together.

Jared currently represents a state house district in Northeast Philadelphia and has seen the impact of this epidemic on his constituents. Jared took action and worked to locate a substance abuse and mental health provider next to law enforcement so that people with drug and mental health issues would have their criminal charges dropped if they went through approved programs.

Jared has studied various state responses across the country and, as Attorney General, Jared would seek to follow the proven successes of the Colorado Opioids Response Model with a design focus of a region-centric plan that gives communities flexibility in addressing the crisis.

As part of that strategy, Jared will shift law enforcement resources to bolster interdiction and interception of these drugs as they enter our Commonwealth and prosecute fentanyl traffickers to the fullest extent of the law. At the same time, Jared believes we must show greater compassion to the victims of this epidemic and as Attorney General, he will prioritize making substance use disorder treatment and recovery services available to those suffering from addiction.

Jared supports legalizing marijuana for adult medical and recreational use. Jared also supports Governor Shapiro’s call for legalization to include expungement for those in jail or who have served time for possessing small amounts of marijuana.

FIGHTING BIGOTRY, ANTISEMITISM, AND HATRED OF ALL KINDS
As Co-Chair of the Black-Jewish Caucus in Harrisburg, Jared has centered multi-ethnic, interfaith collaboration in all of his work. The purpose of the Black-Jewish Caucus is to build upon the historic work of Black and Jewish people who have come together since the Civil Rights movement to fight antisemitism, racism, and hatred of all forms.

Jared will ensure that local and state law enforcement partners have the resources they need to criminally prosecute ethnic intimidation and institutional vandalism cases where the crime is motivated by hatred toward the race, color, religion, or national origin of a person or group.

Given the significant nearly 400% spike in antisemitic incidents across the United States since the Hamas massacre of Israeli civilians on October 7th, one of the first additions to the Attorney General’s office that Jared would make would be to follow the example set by Virginia’s Attorney General and create a statewide task force to monitor and combat antisemitism in Pennsylvania.

The task force would be comprised of attorneys from the Attorney General’s office, state and local law enforcement officials, K-12 and collegiate educators, and leaders in the Jewish community. Among other things, the task force would focus on awareness and response training for state, local, and campus law enforcement.[9]

2014

Solomon's campaign website highlighted the following issues:[11]

Seniors

  • Excerpt: "While Medicare and Medicaid are federal programs, the state administers how many of the benefits are allocated. In Harrisburg, I’ll fight against Republican efforts to effectively “voucher” our health system instead of providing the necessary services. I will also fight to keep our local healthcare providers going strong, and make sure locations like the 10th District Health Center and Jeanes Hospital are getting the necessary resources from government."

Crime and Safety

  • Excerpt: "To truly reduce crime and blight in our city, we need to fully fund our education system, adapt the way we educate our kids, and get our residents good paying jobs. Beyond these long-term fixes, there are actions that our community and legislature can take to reduce crime and blight."

Poverty

  • Excerpt: "Therefore, it is vital that we establish neighborhood-based hubs, which will provide multi-lingual, collaborative resources of government and nonprofit entities in a “one-stop shop” setting, linked into the City’s “Shared Prosperity: Plan to Fight Poverty”. These resources must go beyond traditional social service organizations and include those who will provide career training and job placement for those in need of work."

Scorecards

See also: State legislative scorecards and State legislative scorecards in Pennsylvania

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
