Shall JARVIS TOWNSHIP, MADISON COUNTY, ILLINOIS have the authority to arrange for the supply of electricity for its residential and small commercial retail customers in the unincorporated portions of Jarvis Township not otherwise part of a municipality of Madison County, who have not opted out of such program?
