Judges of the probate courts are elected in partisan elections by the county they serve and serve four-year terms, with vacancies filled by a vote of the county commissioners.[2]

Qualifications
To serve on a county court, a judge must:[2]

  • be at least 25 years old;
  • be a resident of his or her respective county for at least two years; and
  • have practiced law or served as a judge for at least four years preceding the election.

Judge Cox is the Judge of Harris County Probate Court #3, a court with county-wide jurisdiction over probate and civil mental health cases. Probate Court #3 has courtrooms at the Harris County Courthouse as well as the Harris County Psychiatric Center and employs a staff of 20. By size and caseload, this Court is one of the largest in Texas. Judge Cox is one of the highest rated judges in Harris County and has won awards for public service in the legal community. Prior to being elected in 2018, Judge Cox worked as an attorney for 15 years specializing in probate, where he was a frequent writer and speaker. He was also a longtime adjunct professor at the University of St. Thomas in Houston where he taught pre-law classes to students who were among the first in their families to attend college. A pediatric and adult cancer survivor, Judge Cox is also a longtime volunteer at MD Anderson Cancer Center in Houston, where he has been recognized for contributions to patient support.

  • Judge Cox believes in public service and treats everyone who comes before the Court with courtesy, dignity and respect.
  • Judge Cox believes in innovation, and has worked with a number of agencies and organizations to create new programs that have expanded mental health services in Harris County.
  • Judge Cox has worked to improve Texas' probate laws by serving on State committees focused on making courts more accessible.
When Judge Jason Cox was elected in 2018, he promised Harris County Probate Court #3 would embrace the challenges of public service, and he has kept that promise. Since being sworn in, Judge Cox has created partnerships with local entities (such as UTHealth, The Harris Center, and the University of Houston) to extend mental health services, and created new programs, including an outpatient treatment program for persons suffering from mental illness (which was awarded a $2.7 million, four-year grant). He has also worked with the Office of the Governor on the Committee on People with Disabilities to review and offer recommendations for improvement for laws related to guardianship; obtained a technology grant to allow parties to participate in proceedings remotely; revised the system for Court appointments to ensure more equitable and diverse appointments; provided free classes through the Court for attorneys practicing in the area of mental health; and has spoken at and helped organize numerous events for the legal community and the community at-large on the issues of probate and mental health.

His court is efficient, fair, and treats all who come before it with dignity and respect. These qualities are reflected in his recent ratings in the Houston Bar Association’s Judicial Evaluation Poll, which were among the highest in the County.
