Campaign website
Horner's campaign website stated the following:
My Priorities for Warren County
This is just the beginning of what I plan to accomplish as your next sheriff when elected in 2026.
I feel that together, we can build a stronger, safer Warren County.
New Jail
The new jail is going to require someone with intricate knowledge and extensive experience in corrections. We will have to develop new policies and procedures. We will have to develop new training standards and hire additional staff while at the same time retaining staff. Back in 2023, a group of citizens formed the Safety First Campaign to inform the community about the reason a new jail was needed in Warren County. On April 4, 2023 it was Information about the new jail can be found here.
School Safety
I want to work with both school boards, administrators and the community to be able to obtain a school resource officer in each district and ultimately if it's deemed necessary through those discussions in each school building. Listen to Monmouth-Roseville Superintendent Ed Fletcher speak about the Referendum on the April 1, 2025 ballot for an SRO.
Retention of Staff
I will work with the county board and labor unions to create an environment that is conducive and realistic for achieving that goal.
