Simmons was named the state director for North Carolina on August 2, 2016, after former state director Earl Philip had already ceded much of the daily operations to other state-level staff. Citing a local activist close to the campaign, Politico reported that Philip "just had a difficulty relating to the grassroots activists and did not share a lot of information."[2] According to CNN, the Trump campaign in North Carolina relied "almost exclusively on the Republican National Committee for office space and staff within the state." In August 2016, Simmons told the network, "We will have all the staff and resources we need to win in NC."[6]
