An effort in Calexico, California, to recall Mayor Javier Moreno began in July 2022.[1]
Recall supporters
The recall effort was organized by Calexico resident Ben Horton. The notice of intention to recall stated the following as grounds for a recall:[1]
“ | Moreno has shown an inability to prioritize the needs of Calexico's residents during the economic conditions, he uses his position both as Council Member and Mayor of the City of Calexico to violate federal laws, state laws, and local ordinance and regulations, utilizing a vehicle with Baja California, Mexico, license plate for his activities as Mayor of the City of Calexico, parking the vehicle in the city basement, no notice of any insurance for the vehicle with Baja license plate, conflict of interest between Moreno as an officer of the Calexico Wellness Center to provide special conditions for exclusive parking on the street for Calexico Wellness Center no time limit.
Moreno does not have good character to be an affected City Council Member or wise self-discipline.[2] |

Recall opponents
Calexico Chronicle reported that Moreno refuted allegations laid out in the notice of intent. Moreno said that local law enforcement advised him that he was allowed to occasionally use the vehicle registered in Baja California.[1]

Recalls of local officials in California start with notices of intent to targeted officials. Each notice requires signatures from 10 city residents, the name of the targeted official, and reasoning for the recall that cannot exceed 200 words. A copy of the notice is delivered to the city clerk, who publishes the notice in at least three public places. Targeted officials have seven days following receipt of their notices to issue statements of defense. A recall petition can be circulated against each targeted official once the notice of intent is published.
Moreno was served with the notice of intention to recall on July 20, 2022.[1]
