Biography

Jay Walton was born in Baltimore County, Maryland. He earned a bachelor’s degree from West Virginia University in 2003 and a graduate degree from the Peabody Institute of Johns Hopkins University in 2005. Walton also earned a Ph.D. from Jones International University in 2013. His career experience includes working as a piano technician, pianist, and tuba player.[1]

I am a native of Baltimore County. I received a bachelor's degree in music education from West Virginia University in 2003, a master's degree in music performance from The Peabody Conservatory of The Johns Hopkins University in 2005, and a doctorate degree in K-12 education leadership from Jones International University in 2013. I am married with two beautiful daughters.
  • Marylanders are tired of never-ending tax hikes. The Biden administration is going to make sure we are overtaxed at the federal level. As your delegate, I will oppose any new taxes at the state level! And I want to know exactly where our tax dollars are going. I will demand transparency and accountability in Annapolis!
  • The radical “Defund the Police” movement has crippled our brave men and women of law enforcement and made communities across the state significantly more dangerous than just a year ago. I will always DEFEND the police and support them in any way I can to help them do their job and keep Marylanders safe.
  • As an educator at both the K-12 and college level, I have watched our schools and institutions crumble slowly over time. Students in Maryland are being taught that America is a racist country. As your delegate, I will oppose and be outspoken against Critical Race Theory. My message to the teachers unions and school leaders is the same as Dr. Martin Luther King, Jr’s message: “Teach our children to judge a person not by the color of their skin, but by the content of their character.”
I am passionate about education, our law enforcement officers, and pro-life initiatives.
I believe integrity is the most important characteristic for an elected official. I do not think an elected official should violate his or her conscience on any issue. I always live out the truths of my faith in the public arena. No matter what happens, I feel great that I did not violate my conscience.
I would like to be known for always being truthful, having integrity, and doing God's will.
The state's greatest challenge over the next decade will be to curb the rising crime rate. A lot of damage has been done by the radical left's "Defund the Police" movement. Last year in Maryland, the Democrats voted to take away the police officers' Bill of Rights. This measure has emboldened criminals across our state. This bad policy and the high crime rate in Baltimore City and County are inextricably linked. In 2021, Baltimore City had over 300 homicides. Several of those killed were innocent children. In Baltimore County, there were 54 homicides in 2021, the highest amount of homicides on record. These statistics break my heart. We must allow police officers to do their job. As your Delegate, I will treat police officers like the heroes they are! Democrats want to DEFUND the police. I want to REFUND the police!
A Baltimore County police officer told me how sad it makes him that the Democrats and the media portray our law enforcement officers as racist monsters. This particular officer was married with children and he told me that, when he leaves his home in the morning, he never knows if that will be the last time he will see his family ever again. I asked him what legislators could do to help the situation. He said, "please allow police officers to do their job. Bad policies are putting us in danger." I told him how much I appreciated his sacrifice and his service to keep Baltimore County safe. I also told him that I will always treat our law enforcement officers like the heroes they are!
