Eisenach earned a B.A. in economics from Claremont McKenna College in 1979. He worked as a research associate at the American Enterprise Institute (AEI) from 1979 to 1981 before serving as a special assistant in the White House Office of Management and Budget (OMB) and the Presidential Task Force on Regulatory Relief. Eisenach began working as an economist at the Federal Trade Commission in 1983. He transitioned to a position as the executive assistant to the director of the OMB in 1985. That same year, he earned a Ph.D. in economics from the University of Virginia.[1][3]

Eisenach left the OMB in 1986 and worked as the director of research for former Governor of Delaware Pete du Pont's (R) presidential campaign until 1988. Following the campaign, he worked as the president of the Washington Policy Group Inc. before accepting a position as the executive director for GOPAC, a political action committee that "is committed to identifying and supporting the next generation of Republican leaders," in 1991. He led GOPAC until 1993, when he became the president of the Progress and Freedom Foundation.[1][3][4]

After ten years with the Progress and Freedom Foundation, Eisenach transitioned to the role of executive vice chairman for CapAnalysis. He went on to serve as the chairman of CapAnalysis until 2006, Criterion Economics LLC until 2008, and Empiris LLC until 2010. Eisenach was a member of Donald Trump's presidential transition team in his first presidential term. The transition team was a group of around 100 aides, policy experts, government affairs officials, and former government officials who were tasked with vetting, interviewing, and recommending individuals for top cabinet and staff roles in Trump's administration. Eisenach was an advisor on telecommunications and the Federal Communications Commission (FCC) for the transition team.[2]

"What I don’t think a President Trump would do, and would hope he wouldn’t do, is to intervene to instruct a regulatory agency how to issue a particular regulation," Eisenach told C-SPAN. "I think in general, taking his broader views on regulation into account, you would expect him to appoint people to the FCC who would be inclined to take a less regulatory position."[6]
