John Doe investigations
Two John Doe investigations, beginning in 2010 and ending in 2015, were launched by Milwaukee County District Attorney John Chisholm (D) into the activities of staff and associates of Gov. Scott Walker (R).[2] In February 2014, one of the targets of the John Doe investigations related to Scott Walker, Eric O'Keefe, filed a federal lawsuit stating that the investigation was used as an instrument to shut-down conservative speech and therefore violated the targets' First Amendment rights. In the lawsuit, O'Keefe cited a number of cases related to Democratic organizations that either weren't investigated or were dismissed to prove the John Doe investigations were politically biased against conservatives. He noted the relationship between Fleming and Milwaukee Mayor Tom Barrett (D). In January 2010, Barrett hired Fleming with a no-bid contract for $75 per hour, 15 hours a week, with benefits. While employed by the city, Fleming was also involved in private business and campaign work for Barrett. Correspondence related to campaign activity went to both his city email and his personal email. Despite this, there was no investigation.[3]
