An election to recall Mayor Jeff Gooss took place on August 15, 2023, in Beulah, North Dakota. Gooss was removed from his position as mayor as a result of the recall election.[1]

Recall supporters
The recall effort was organized by Beulah Councilman Eric Hoffer, who accused Gooss of creating a hostile environment. Hoffer said, "The current administration has created an atmosphere where people are afraid to speak up or to speak out when the mayor might not agree with them. And that’s become painfully clear, even in circulating this petition, that some people are afraid to sign for fear of retaliation or some sort of backlash."[2]
Recall opponents
In a response to the recall effort, Gooss said, "If you feel that the decisions I have made, were contrary to the best interest of the citizens of Beulah, then I urge you to sign their petition. On the flip side, if you feel that I have based all of my decisions on the best interest of the community as a whole, I urge you to make your voice known, and refuse the petition. Stop being the silent majority. I will respect whichever choice you make."[3]

The amount of valid signatures required for recall election is 25 percent of the number of persons that voted in the last preceding election for the office of governor in the electoral district of the officer sought to be recalled.
Petitions in the recall effort against Gooss were approved for circulation on March 30, 2023. Organizers were required to submit 306 valid signatures by June 29, 2023.[2]
