Jeff Joy is a judge on the York County Magisterial District. He was elected in 2011 to a term that would have expired in 2018.[1] As of August 7, 2015, Joy was relieved of his judicial duties due to criminal charges against him of bribery, harassment, and official oppression.[2] In April 2016, Joy was ordered to resign from the court after he pleaded no contest to two counts of official oppression.[3]

Joy cross-filed and won both parties' primaries on May 17. He received 58.9 percent of the vote in the Democratic primary and 62.8 percent of the vote in the Republican primary.[4] He was elected after running unopposed on November 8.[5]

Criminal and judicial misconduct charges (2015)
In August 2015, the attorney general's office charged Judge Jeff Joy with two federal counts of bribery as well as misdemeanor counts of harassment and official oppression. On two separate occasions, he allegedly sexually assaulted and harassed two women who had appeared in front of him in court. After her court appearance, one woman said the judge came to her home and offered to expunge her criminal record and outstanding fines if she modeled lingerie for him. In another complaint, Joy allegedly showed up at another woman's home, where he "groped the woman's backside and breast, as well as licked the woman's breast without her consent, according to the filed criminal complaint."[2]
On August 7, Joy was relieved of his judicial duties until further notice, as per an order by Stephen P. Linebaugh, the president judge of the York County Court of Common Pleas.[6] On August 13, the Pennsylvania Judicial Conduct Board filed a petition with the Court of Judicial Discipline to suspend Joy "with or without pay."[7]

On August 17, Joy was suspended without pay and ordered to stand trial.[8] All charges against him were sent to the York County Court of Common Pleas following a preliminary hearing.[9] The following April, Joy pleaded no contest to two counts of official oppression. According to court records, prosecutors dropped the bribery and harassment charges. He was ordered to resign from the court and never serve again as a judge. He was also given 100 hours of community service and two years of probation.[3]
