Since being elected as our City Councilmember in 2020, Jeff has been instrumental in driving key initiatives that have enhanced the quality of life for residents. His leadership has resulted in improved infrastructure, including new bike lanes and resurfaced roadways and alleys, park renovations, and an overhaul of the city’s housing policy.
Jeff and his wife, Melinda, have lived on the Eastside for 18 years, and have raised their two daughters in our public schools.- Ensuring Public Safety & Reducing Crime:
Keeping residents and businesses safe is a top priority for Councilmember Harlan. During his tenure on the City Council and Planning Commission, he has grappled with the Eastside’s most pressing public safety issues, including voting to deny applications for businesses that did not comply with City regulations.
Councilmember Harlan has voted to approve increasing Police and Fire Department staffing levels, and provided our first responders with new equipment, facilities, and updated technology to effectively reduce crime in the city. Harlan is the only candidate for District 6 endorsed by Costa Mesa Firefighters and Police Officers for his proven track record of leadership on public safety. - Preserving & Enhancing Eastside Neighborhoods: To sustain the Eastside’s desirability, we need to ensure our community character is preserved and thoughtfully improved. Although mostly built-out with a balanced mix of residential, commercial and public land uses, the Eastside is under constant pressure to develop haphazardly and without regard to the charm and scale of our neighborhoods. Councilmember Harlan led the effort to protect our neighborhoods and direct future growth in the city where it makes the most sense – north of the 405 freeway, along our major commercial corridors, and close to transportation and employment centers. As an attorney with expertise in land use issues, Harlan knows firsthand how to address these challenges.
- Tackling Homelessness Costa Mesa is widely recognized for its comprehensive approach and successful results reducing homelessness and improving our quality of life. Councilmember Harlan has been a strong advocate, supporting the opening in 2020 of the City's 100-bed Bridge Shelter, where the Council has invested in the expansion of mental health and addiction treatment programs. The City has successfully housed nearly 400 people in the last five years, getting them off the streets and into clean, safe, and affordable homes. Councilmember Harlan also championed housing initiatives that will completely renovate and transform crime-ridden motels into high quality permanent supporting housing facilities for at-risk veterans and seniors.
