Norma Duffy was unopposed in the Democratic primary. Incumbent Jeff Welborn defeated Brooke Erb in the Republican primary. Welborn defeated Duffy in the general election.[6][7]

Why Jeff?

Reason #1 – Experience

I have the knowledge and, most would agree, the earned respect, to effectively and honorably serve the people of Montana as the next public service commissioner for District #3.

As a long-time public servant and small business owner, I have the experience needed to protect customers from unfair rate increases and promote investment in Montana’s energy future.

In Helena, I am known as an expert on natural resources, transportation, and budgeting matters. I understand the role of the commission’s work and the challenges facing Montana energy producers.

Reason #2 – Leadership

I will build on the work of the current PSC President Jim Brown to restore trust in the agency by ensuring the PSC remains laser-focused on its essential regulatory and public safety responsibilities.

Montana’s long-term energy security depends on maintaining a business-friendly climate for energy investment. As a Commissioner, I will work with colleagues in the legislature and the development community to remove barriers that restrict investment and drive up utility bills.

I have a clear track record of always championing policy to bolster Montana’s energy independence. As a Commissioner, I’ll continue working to make sure Montana remains a net energy exporter.

Reason #3 – Vision

To know where you’re going you have to know where you’ve been.


Increasingly, Montana’s energy policy is dictated by forces outside of our borders. We need Montana-based resources capable of delivering in all weather conditions. Whether it’s at regional energy forums or public hearings before the EPA, or the Department of Energy, I will lead the effort to play a more active role in discussions and decisions impacting customers and generation facilities in our state.

Despite the promise of wind and solar, the intermittent nature of the resource combined with the lack of energy density and huge amounts of land required means that wind and solar simply can’t form the bedrock of our energy system. For this reason, thermal resources such as natural gas, existing coal generation, and hydropower will remain essential components of our energy mix, until large carbon-free resources such as hydrogen and nuclear reach commercial viability.

Reason #4 – Listening to Your Concerns


Equally as important as my experience is my ability to listen and represent. This race is about sending someone to Helena who understands your needs and your perspective because he or she shares them. That’s the kind of policymaker I have been my entire career. I think it comes from being a business owner, where I’ve had to be responsive to customers for so long. I like to solve problems, and I like to bring some common sense to Helena.[13]
