Welborn won re-election in the 2012 election for Montana House of Representatives, District 72. Welborn ran unopposed in the June 5 primary election and defeated Norma J. Duffy (D) in the general election, which took place on November 6, 2012.[8][9]

On November 2, 2010, Welborn won election to the Montana House of Representatives. He defeated Ron Lake in the June 8 primary by a margin of 1,838-352. Eileen Carney ran for the seat on the Democratic ticket. The general election took place on November 2, 2010.[10][11]

On November 4, 2008, Jeffrey Welborn won the seat to the Montana House of Representatives for District 72, receiving 3,485 votes.

Reason #1 – Experience I have the knowledge and, most would agree, the earned respect, to effectively and honorably serve the people of Montana as the next public service commissioner for District #3. As a long-time public servant and small business owner, I have the experience needed to protect customers from unfair rate increases and promote investment in Montana’s energy future. In Helena, I am known as an expert on natural resources, transportation, and budgeting matters. I understand the role of the commission’s work and the challenges facing Montana energy producers. Reason #2 – Leadership I will build on the work of the current PSC President Jim Brown to restore trust in the agency by ensuring the PSC remains laser-focused on its essential regulatory and public safety responsibilities. Montana’s long-term energy security depends on maintaining a business-friendly climate for energy investment. As a Commissioner, I will work with colleagues in the legislature and the development community to remove barriers that restrict investment and drive up utility bills. I have a clear track record of always championing policy to bolster Montana’s energy independence. As a Commissioner, I’ll continue working to make sure Montana remains a net energy exporter. Reason #3 – Vision To know where you’re going you have to know where you’ve been.
Despite the promise of wind and solar, the intermittent nature of the resource combined with the lack of energy density and huge amounts of land required means that wind and solar simply can’t form the bedrock of our energy system. For this reason, thermal resources such as natural gas, existing coal generation, and hydropower will remain essential components of our energy mix, until large carbon-free resources such as hydrogen and nuclear reach commercial viability.
