Jennifer P. Phillips represented Hampton Roads Seat A on the Hampton School Board in Virginia. She was first elected to the board in 2010. Phillips lost her re-election bid against challenger Jason S. Samuels in the general election on May 6, 2014.

Phillips completed her undergraduate studies at the DePaul School of Professional Nursing. When she served on the school board, she volunteered with the King's Daughters, the Armstrong PTA, and the Hampton Council of PTAs. Phillips had three children attending district schools in 2014.[1]
