Jerome Richard Spencer was a judge on the 7th Judicial Circuit for Charles County in Maryland. He was appointed to the court by Governor Martin O'Malley in October 2012.[1] Spencer was defeated in his bid for election to the court in 2014, and stepped down from the bench at the end of his term.[2][3]

Spencer ran for re-election to the 7th Judicial Circuit.
Primary: He was successful in the Democratic primary on June 24, 2014, receiving 29.3 percent of the vote. He competed against incumbent Judge Hayward James West and Thomas R. Simpson, Jr. Spencer cross-filed as a Republican and came in third in that primary, receiving 26.5 percent of the vote. 
General: He was defeated in the general election on November 4, 2014, after receiving 29.6 percent of the vote. He competed against incumbent Judge Hayward James West and Thomas R. Simpson, Jr. for two open seats. [3][4][5] 

Education

Spencer received his undergraduate degree in Russian from the University of Vermont in 1992, his master's degree in Russian literature from Purdue University in 1994, and his J.D. from the Georgetown University Law Center in 1997.[1][6]
