Govan (Democratic Party) ran for election to the South Carolina House of Representatives to represent District 93. He won in the general election on November 5, 2024.
Biography
Govan earned his B.A. from South Carolina State University in 1982. He went on to pursue graduate studies at the University of South Carolina. Govan was a Personnel Specialist in the Department of the Navy from 1979 to 1980. In 1984, he worked as a Recruiting Officer for the South Carolina Department of Health & Environmental Control. He then worked as Assistant to the Director of Personnel at South Carolina University from 1984 to 1985. From 1985 to 1986, he worked as Director of the Small Business Development Center for South Carolina State University. Govan then worked for the 1st Judicial Circuit's Pre-Trial Intervention Program as a Coordinator from 1989 to 1990. He has worked as Primary Drug Prevention Consultant since 1990.

Govan ran unopposed in the Democratic primary on June 12, as well as the general election on November 6.[8][9]
2010
Govan defeated Bryan Jeffries in the June 8 Democratic primary for District 95 of the South Carolina House of Representatives by a margin of 2,757-715. Govan won, after running unopposed, in the general election on November 2.[10]

In 2011, the South Carolina State Legislature was in session from January 11 through June 2. On June 2, 2011, Governor Nikki Haley (R) attempted to call the legislature into an "emergency" special session to begin on June 7 to create the new South Carolina Department of Administration. A lawsuit was filed by Senate President Pro Tem Glenn McConnell (R), in which he contended that Haley's call for a special session was unconstitutional, and that it violated the state Constitution's requirement of separation of powers among the governor, legislature and courts.[12] On June 6, the South Carolina Supreme Court ruled 3-2 against Governor Haley, stating that her order violated the Legislature's ability to set its calendar and agenda. The legislature met in a special redistricting session from June 14 - July 1.[13] The legislature re-convened July 26.[14]

The Palmetto Liberty PAC Scorecard
The Palmetto Liberty Political Action Committee, a conservative, pro-limited government think tank in South Carolina, releases its scorecard for South Carolina representatives and senators once a year. The scorecard gives each legislator a score based on how he or she voted in the two-year legislative term prior to the election on specific issues that the Palametto Liberty PAC thinks are anti-limited government. "Most of the votes shown on the score card are votes that we lost. Now we can identify the Legislators that caused us to lose these votes. These Legislators are the ones who need to be replaced if we are to achieve the vision of having the most free state in the nation."[15]
2012
Jerry Govan, Jr. received a score of 13% in the 2012 scorecard, ranking 90th out of all 124 South Carolina House of Representatives members.[16] His score was followed by representatives James Harrison (13%), Kenneth Hodges (13%), and Lonnie Hosey (13%).[17]
Noteworthy events
Assault charges
On November 9, 2017, Govan was charged with assaulting Rep. Gilda Cobb-Hunter (D) on May 11, 2017. The charges alleged that Govan grabbed Cobb-Hunter's wrist and twisted it, causing her to fall backward.[18]

Govan and his wife, Wanda, have four children. Govan was a member of the Orangeburg County Democratic Party from 1980 to 1986. He also served as Vice-Chair of the South Carolina Democratic Party from 1984 to 1986.
