Biography

Jerry Hilliard was born in Midland, Michigan. He received a bachelor's degree from Central Michigan University in 1974 and a master's degree from the University of Michigan, Flint, in 2007. Hilliard's professional experience includes being adjunct faculty in economics at Lansing Community College in Michigan and working in sales and management. He has been affiliated with the Michigan Democratic Party and the Isabella County Democratic Party.[1]

I am Jerry Hilliard; I earned an MBA from the University of Michigan - Flint, 2006, MA in Athletic Administration from Central Michigan University, 2010 and a B.S. in Education, 1974. I had a successful 20 year business career in sales and management with Nabisco Brands and Archway Cookies. I grew up in the district I will be running for and desire to be their public servant. I now teach economics and business at the community college level and have been the chair of the Isabella County Democratic Party.
  • My first goal is to rebuild our middle class in the U.S. leading to more opportunities for people to pull themselves out of poverty and provide strong markets for business to sell to. We have a prolonged period of time where prices have been going up faster than wages which has lowered the standard of living of working families and we need a long period of wages growing faster than prices to restore our standard of living. In order to do so we need to create more competition in over consolidated industries like the food and energy industries to raise our standard of living.
  • We need to create a world class healthcare industry in the United States that works for everyone. The Affordable Care Act was a good start but has failed to stem the tide of medical bankruptcies. We could keep building on the ACA but I think it will be more efficient to extend Medicare to Medicare for all to all citizens of the United States. Medicare is a proven successful program with high approval ratings and would be far more expedient that creating a whole new program. It could easily be paid for by raising the Social Security income cap to the appropriate level.
  • It is imperative that we deal with climate change in the immediate future. If we do not fix our environmental problems no other accomplishments will have an impact in the long run.
To be in politics to help others, not enrich themselves.

Yes, it forces representatives to keep current on the issues facing our nation.
I live in Michigan and on the matter of transparency we have went to the lowest rating on transparency from one of the highest since we initiated term limits. Our roads have dropped from some of the best roads in the nation to some of the worst as have our schools. With the short term of service elected officials have not worried about long term consequences of their decisions as it will not affect them.
Yes, one of my longest friendships with a high school classmate has a daughter who was in a T-bone car accident when she was just beginning to drive and his struggles to help her develop into a women, especially since the state reduced how much our insurance companies are required to cover.

Pro-Choice

I will be the only Pro-Choice Candidate on the ballot for Michigan’s 2nd Congressional District this November. An abortion is a basic healthcare need for many women and should remain a legal option through the U.S. My opponents believe that all women should carry a child to term despite risk of death to the mother and/or child. Adoption and foster care is not the answer here as many factors come into play under a woman’s right to choose!

Each year approximately 7,400 children enter foster care for the first time. And on any given day in Michigan, approximately 13,000 children are in foster care or a residential placement due to abuse or neglect. With such stringent restrictions and laws centered around the adoption process, including the average cost to adopt a child starts on the low end of $20,000 – $50,000.


Our Future

First and foremost, our campaign is about the future of the 2nd Congressional District, not my own future. I will be a public servant for the residents of MI’s 2nd District and the Nation. I will fight for all working families as I have been since my 2018 election which included a long history of donating time and money to fellow Democratic Candidates and causes. Listed below is what I truly feel is at stake for our future. If you can volunteer, or donate $5 to our campaign, I will continue to fight for you, your children and our future.

Environmental Protection

If WE do not address Climate Change immediately, the temperature will continue to rise above normal. We will then see more glaciers melting, more forest fires, and more devastating consequences from our blatant disrespect for our planet. I pledge to work alongside the Nation’s top environmental experts from our 2nd Congressional District and nationally recognized experts to combat climate change. My main policy agenda will be to block all subsidies to any corporation that is not a net positive in their impact on the environment. How can YOU help the climate change crisis?


Enbridge Line 5 Pipeline

I have said it before and I will continue to say it, there are better options to transport gas than the use of line 5. More options mean we will be able to create even more strong union jobs. The risk, the cost to our environment, our fellow Michiganders, and the economy, far exceeds the benefits of using line 5. Enbridge is a Canadian pipeline company that owns and operates the Line 5 oil pipeline. It exists to move fossil fuel products and make a profit. It will do and say anything to keep making a profit. It will even lie. Watch what Enbridge does, not what it says:

  • Enbridge was fined $1.8 million because it didn’t properly inspect Line 5 and its other pipelines.
  • Enbridge Line 6B spilled 1.1 million gallons of oil into the Kalamazoo River after knowing the pipeline was unsafe but not repairing it.
  • Enbridge lied about the status of the protective coating on Line 5.
  • Enbridge Line 5 has spilled 33 times and 1.1 million gallons along its length.

Rebuild Middle Class

The U.S. is ranked near the bottom of developed nations in prenatal care, child deaths and maternal care after childbirth. Why? Because many women cannot afford healthcare and are unable to receive the proper healthcare necessary without going into substantial debt. I want medical bankruptcy to end while we put affordable healthcare into place. I am not in favor of simply adding age groups 55-65+ into the Medicare system as that is the most expensive group of citizens to provide healthcare for. We need healthy people in the system to help lower the average cost per patient, and ensure the younger generations, who often go without insurance, have healthcare as well. Help me change this broken down system and ensure healthcare for all.


Healthcare For Everyone

Let me be clear, I want contraception to be available, over the counter and accessible immediately to those who need it. I want abortions to be covered with no penalization to our nurses, our physicians and patients. Period. I realize “Healthcare for All” is a commonly used phrase by many, however when I say Healthcare for Everyone, I mean it. Medicare for All is the most expedient way to achieve the healthcare system we need and deserve based on simple rationale, we know what it is and how it works.

First of all, we need a minimum wage that is a fair wage! We need to consider a living wage that is adjusted for inflation and strong unions. Gross Domestic Product (GDP) decreases at an annual rate of 1.6% in the first quarter of 2022 following an increase of 6.9% in the fourth quarter of 2021. But enough of all the statistics, consumer spending is DOWN in 2022 showing signs of a weak economy. How can we expect our community to afford gas, rent, groceries and rent during this depression, not a recession. Let’s increase the minimum wage and fix this economy! Less taxes for our middle class, appropriate taxing for the wealthy, and help the lower income folks become middle class!


Education & Jobs For the Future

These two factors are inseparable, an exceptional system focused on areas of present and future needs for everyone, creating more jobs and increasing income. The job market is rapidly changing since the pandemic in 2020. When you go to the grocery store you see more and more “Self-Checkouts” and artificial intelligence eliminating more and more jobs. We need to invest in tech infrastructure in the 2nd Congressional District so that we can educate our youth and prepare them for tech jobs of our future. We already have great schools in the 2nd District but we need to support them financially at the federal level to create a more successful future for our community. Governor Whitmer has made the largest education investment in Michigan history which involves dedicating more time and money into each student, K-12.


Protect & Improve Social Security

Raise the Social Security income cap to a point that makes social security solvent again. We need to outlaw borrowing social security funds from being used for other purposes. This is not a difficult problem to fix but we need Representatives in office who will support it.


Women’s Rights, LGBTQIA+, Indiginous communities, & all POC

I proudly support all communities listed above. All human beings deserve to live to their full potential in the happiest way possible without fearing prejudice, discrimination, hate, and other malice towards them. Many laws are in place to protect these communities, however we need to ensure these laws are enforced and create new laws to protect the special needs and interests within these communities. Basic civil rights should be all inclusive and non discriminatory.


Weapon Regulation

I support common sense gun laws and policy as championed by activist group, “Mom’s Demand Action”. I am not looking to take guns away, just simple, well enforced regulations to keep weapons of war off the streets, just like we do with other dangerous machinery.


Support Our Troops

A strong Military is critical, and I believe that every organization is only as good as the people behind it. United States Troops deserve a solid-class income and should not have to worry about foreclosure on homes while away on active duty. Our Troops deserve nothing but World Class Healthcare and the utmost respect, support, and solid VA assistance when their term is up.

Without the brave people who serve in the United States Military, we would not have a free country. Together, let’s support our Troops and bring them home safely.[2]

I am an MBA from the University of Michigan - Flint 2007, and a B.S. in Education from Central Michigan University 1974. My first career was in sales and management from 1978 to 2000 with Nabisco Inc. and Archway Cookies, I left business to teach high school business from 2001 to 2008 and now I teach economics and business management at the Community College level. I graduated from high school in Harrison Michigan, a small town in central Michigan. I became active in the Michigan Democratic Party in 2008 and I have served as a county chair and vice chair. I have been a Democratic poll worker and a poll watcher. I have canvassed for other Democratic candidates and worked in the county party office for over a decade. As a candidate I am committed to rebuilding our Middle Class in Michigan and the Nation. Every citizen does better when there is a strong middle class where wages grow faster than prices, rather than the pattern of the last 40 plus years when inflation adjusted wages grew slower than inflation adjusted prices causing a decrease in standard of living for working families. A strong middle class allows more opportunities for workers in low wage industries to pull themselves out of poverty and provides strong product markets for businesses to sell to. When our state and nation gets the economy working for everyone it leads to significantly fewer social problems also.
  • Our economic system needs change! Since the savings and loan Industry collapse beginning in 1986 and lasting for a decade we have been having major economic disruptions at a rate never seen before in the history of our country. We had an economic collapse in the early 2000's, again in 2008 and our current collapse. Previously the U.S. had a major economic event about every 70 to 80 years, culminating with the Great Depression. In response FDR put in policies called the New Deal which, among other things, put in common sense regulations of the stock market and banks, which worked but eroded since. As a nation we can also accomplish this again with the Green New Deal and sensible regulations.
  • Our climate is in crisis! If we don't fix it our future is bleak. The path we are on now in regards to our earth's environment is unsustainable, we need to reduce greenhouse gases now. In Michigan many large corporations are already on board because they see that green energy is on a path to be less expensive than fossil fuels in the immediate future. Green enery technologies will also reduce healthcare costs and create high paying jobs. There is no downside in the long run. This is actually the easy part of fixing our problems as a nation if we just do it!
  • If our nation wants to continue to be the world leader we have a ton of work to do. We are headed in the wrong direction in a lot of areas on an international basis. Two of the most important areas are Education and Healthcare. Education has been one of our strong points as a nation since we established public education, but costs have spiraled out of control in higher education and k-12 is being defunded. We pay almost double the expense on healthcare than our next highest competing nation which puts us at an economic disadvantage. The most unfortunate part is that both education and healthcare are investments in our future that actually pay our nation back over time through higher productivity.
Economics: We need to re-build our middle class because consumer spending is 2/3 of our GDP. When our nation has a strong middle class it gives more opportunities for people in low wage jobs to pull themselves out of poverty and creates strong markets for business to sell to. It is a win-win-win for our economy and our citizens.

Environment: If we don't fix the environmental crisis nothing else will mean anything in the long run.

Education: Education and jobs for the future are inseparable, an exceptional educational system, focused on areas of present and future needs for everyone, creates jobs and income. The job market is changing as artificial intelligence eliminates more and more traditional jobs. We need to invest in tech infrastructure in the 4th District so we can educate our young people for the tech jobs of our future and attract those tech jobs here. We already have great schools in the 4th District but need to support them financially.

Healthcare: Our United States is ranked near the bottom of developed nations in prenatal and postnatal care, child deaths and maternal care after a birth. This is in large part because many young women don't have insurance and cannot get proper care. Other nations can't believe how much it costs to have a baby in the U.S., often if there are complications with a birth a family faces bankruptcy because of the cost. If we are concerned about our future as a nation we need to fix this problem.
Rosa Parks is someone I have looked up to for nearly all my life. She was just a regular person who showed courage, intelligence and strength in helping the important cause of racial equality!
Honesty, hardworking, kind, highly educated, worked my way through college, and economic knowledge.
I worked in the local grocery store for 12 years, all through high school and college.
Capital in the Twenty-First Century by Thomas Piketty because it explains how our economy became so ridiculously unequal and lays the ground work for fixing it.
Superman, he was portrayed as helping people without seeking accolades.
A sustainable environment, Income inequality, rebuilding the middle class, racial justice, a fairer tax system where large corporations and the super rich pay their fair share of taxes.
